Josephus "Joe" A. Ballard was born on November 4, 1829, in Tennessee. His parents were John Clinton Ballard and his first wife Hester Ann Hargrove Ballard, daughter of John C. Hargrove. Hester and Joe were also the parents of Mary Exum Ballard who was born in Limestone County, Alabama.

Twenty-four-year-old Joe Ballard married sixteen-year-old Elizabeth "Lisa" Northcutt on September 19, 1854, in Acorn County, Mississippi. He farmed while Lisa took care of the home and their growing family. As the years went by, Lisa and Joe had the following children: Hester, Jinnie L., John Walter, Stella M., Sallie Bettie, and Josie (male).

Joe died in Acorn County, Mississippi, on February 21, 1870, when he was 40 years old. He was buried in the New Hope Presbyterian Church Cemetery.
