Imperial Russian Diplomat. A member of the Imperial Russian Foreign Ministry since 1864, he was appointed as Foreign Minister by Czar Nicholas II in 1897. He served only three years at the post, dying suddenly in June 1900, but is known for being the driving force behind the 1900 Hague Peace Convention that resulted in a number of treaties dealing with how nations would handle peace and wartime disputes, and created the Permanent Court of Arbitration, which still exists today.
