Son of Fountain Branch Carter 1797-1871 and Mary Armistead Atkinson Carter 1806-1852, both from Halifax County,Virginia but their families had moved to Franklin, Williamson County, Tennessee where they married on June 28, 1823.

Apparently Frank was named for his grandfather Francis Watkins Carter 1772-1811 from Halifax County, Virginia.

On April 6, 1861 in Franklin, Tennessee at the age of 18, Frank enlisted in Company D, 1st Tennessee Infantry Regiment. On June 12, 1861, he transferred to Company H, 20th Tennessee Infantry Regiment.

During the Civil War the Battle of Franklin (Franklin, Tennessee) was fought around his parents home on November 30, 1864, while the family hid in the basement. Francis' older brother Capt. Theodrick Todd Carter 1840-1864 was wounded in the battle and died a few days later in his own bed.

Frank married Mary Katherine "Kate or Miss Mollie" Lockett on February 19, 1874 in Towash, Hill County, Texas.

They had several children together:
