He was born in 1903 in the Manchester area of Lancashire, England. His parents were Elijah and Rachel (nee Pass) Phillips, who had married in the last quarter of 1877 in the Chorlton district of Lancashire, England. In 1901, there were seven children in the Phillips family; William H., 19, Louisa, 14, Martha, 12, Bertha, 10, Elijah, 7, Ernest, 4, and Harry, 2, and lived in Mill Street in the parish of St. Barnabas in Openshaw, Manchester. Mrs. Rachel Phillips and children Bertha, Ernest, Harry, Ethel (then aged 10) and Hubert (then aged 8) left Liverpool, England, 2 May 1913 as third class passengers on the Empress of Britain, and came to Quebec, Canada, 9 May 1913. In 1914, he was travelling from Saskatoon, Saskatchewan, to Liverpool, England, with his mother Rachel Phillips and sister Ethel on the Empress of Ireland. They were bound for Saskatoon, Saskatchewan. The Phillips family belonged to the Church of England. All three members of the Phillips family were lost when the Empress of Ireland went down.
