41st Indiana Governor. A Democrat, he served as Governor of Indiana for one term from 1961 to 1965. During his tenure he helped advance state civil rights bills and laws, and was a supporter of President Lyndon B. Johnson's Civil Rights Act of 1964. However, he raised taxes, which soured the Indiana electorate to him, and contributed to his 1964 re-election nomination defeat to Roger D. Branigin. In 1972 he ran again, but his taxation legacy followed him, and he lost to Republican Otis Bowen.
