She was born on July 16, 1919 in the Shockoe Community of Pittsylvania County, VA a daughter of the late Willie T. East and Annie Graves East.

On December 21, 1941 she married William Fredrick "Billy" Carter, Sr. who passed away on April 10, 2003.

She was predeceased by five brothers and two sisters.
