JoAnn was born on January 2, 1945 in Maquoketa, Iowa to Geneva and LaVern "Rip" Waugh. She was raised in a rural setting, growing up in many eastern farm communities.

JoAnn welcomed two brothers Ron and Roy Waugh. She graduated from the Bellingham Nursing School with her RN degree, and she loved her job as a pediatric nurse. JoAnn met and married Ted Fisher in Baltimore Maryland and they welcomed twin girls, Christie and Katie in 1974. JoAnn, Ted and the girls moved west to Hemet, CA in 1978.

JoAnn has been very active in the community. She was involved in soccer, her daughter's school activities and was the owner of McCowan's Dress Shop for many years. JoAnn was a founding member of Hemet High School Grad Night; former president of VIP Tot's and head duck for the fundraising DUCK RACE for VIP Tots . JoAnn was extremely talented as she created beautiful quilts and needlepoint. She enjoyed reading and her favorite pastime was her four beautiful granddaughters.
