He was preceded in death by his wife of 58 years, Myrtis J. Powell.
He was employed by Wright Construction Company. He was a member of Black Creek Baptist Church in Franklin.
He is survived by two sons, Robert R. Powell of Clear Spring and Carroll E. Powell of Hagerstown; three sisters, Pauline Bulls and Emma Lee Branch, both of Franklin, and Gladys Branch of Newport News, Va.; five grandchildren; and three great-grandchildren.
He was preceded in death by a sister, Hilda Mae Storey, and four brothers, Raleigh Powell, Eardley Powell, Fletcher Powell and Paul Powell.
Services will be Tuesday at 1:30 p.m. at Rest Haven Cemetery, 1601 Pennsylvania Ave. in Hagerstown. The Rev. Ernest W. Thompson will officiate. Burial will be in Rest Haven Cemetery.
