Son of William Rounds and Betsey Olafson.

William grew up in Chester, where he attended the local schools. He entered the law office of Barrett H Tracy in Woodstock Vermont, and was admitted to the Vermont bar. William represented Chester in the Vermont State legislature 1857-1858, and 1863.

On September 27, 1862 William enlisted as a Major in Company K of the 16th Vermont Infantry, and served through August 10, 1863.

After the war, he again served as Representative for Chester in 1867. In 1860 - 1861, William was the Vermont State's Attorney, and from 1868 through 1878, he served as the Windsor district probate judge. He was the assistant judge of Windsor county court from 1886 - 1896.

Death announcements and obituaries were posted in many Vermont newspapers, including the Vermont Phoenix (Brattleboro, Vermont) on January 14, 1898. Some papers identify him as Major Rounds; others used Hon. Rounds, reflecting his current position in the state.
