He was the son of Thomas E. Decker (1845-1916) and Eva Jane Wilson Decker (1852-1914), whose places of burial are unknown as of September 24, 2016.
Their cremains were never claimed and are held in storage by Bonney-Watson who was in charge of their funerals.
On August 11, 1902 as Jay Decker, he married Felise Plumley (1890-1949) at Seattle, King County, Washington.
On June 10, 1919 as Jay Decker, he married Mary Evalyn Scott (1888-1977) at King County, Washington.

Elks services for Jay Decker, 81, of 4509 Cascadia Avenue, a retired Seattle policeman, will be held at 1:30 o'clock tomorrow in the Columbia Funeral Home. Burial will be in Forest Lawn. Mr. Decker died Wednesday of a heart attack. He was a patrolman with the Seattle Police Department from 1917 until 1935. He was born in Berlin, Wisconsin. He came here in 1896 from Olympia. Mr. Decker was a member of Seattle Elks Lodge No. 92 and the Seattle Police Relief Association. Surviving are his wife, Mary E.; two daughters, Mrs. A. Lee Schmidt, Seattle and Mrs. Robert A. Akerman [sic], Pacific and seven grandchildren.
