Civil War Veteran. Harlan mustered in on October 23, 1862 as a private in Company E, 16th Vermont Infantry. He mustered out on August 10, 1863. He re-enlisted, mustering in for the second time on August 10, 1864, and completed his service on June 24, 1865.

After the war, Harland returned to farming in Chester. On December 4, 1867, he married Adeline Cook Howard, widow of Edward R Howard.

Harlan married Laura Farr on April 10 1886. Their children include:
- George, born August 7 1888, Died September 1888
- Julia A, born August 8 1889 Julia's middle name was Ann or Augusta
- son, born and died on August 20, 1890

On October 8 1891, Harlan married Sarah Jane Johnson. Sarah died on May 29, 1926
