He was born to William Lewis and Agnes Bray Ledbetter.
Billy graduated from Tatum High School in 1959. He entered the U.S. Navy in 1961 and served aboard the Battleship USS Richard S. Edwards and was involved in the "Gulf of Tonkin" incident in the Vietnam War. He received a medal. He also served as military police. Upon returning from the service, he worked for Marshall Police Department and Gregg County Sheriff's Office as captain in the Civil Department.
He also worked for Halliburton in maintenance. Billy enjoyed fishing, hunting, family and friends. He belonged to Bass Club of Jefferson. Billy was involved in many fishing tournaments in the area.
He was preceded in death by his parents and a brother, Danny Wayne Ledbetter.
