He graduated from Charleston High School in 1947 where he helped organize Youth For Christ. After high school he attended Prairie Bible Institute in Alberta, Canada for two years and later attended Morris Harvey College and West Virginia State College.
Paul worked at Union Carbide in various accounting positions and in the West Virginia Child Advocate Office. He also served as Pastor of Shrewsbury Community Church for many years, as an elder and Sunday School teacher at Oakridge Bible Church, and as a Sunday School teacher, and Men's Prayer Group leader at Fifth Avenue Church of God in South Charleston. He was a member of Gideon's Bible Society.
Paul was preceded in death by his first wife, Mary Katherine (Hunt);
his sister, Loraine Javins.
He is survived by

his four children, Paul O. Clay, Jr. and his wife, Linda Hall Clay, Priscilla K. Clay and her husband, Richard Costich, Jennifer Repass Kinder and her husband, Andy Kinder and Lisa Repass Tipton and her husband, Eric Tipton;
eight grandchildren, Christopher Paul Clay, Nathaniel James Clay, Katherine Page Klonis and Rachael Evelyn Jones, Alyssa Rene' Kinder, Laci Elizabeth Kinder, Ali Whitlatch and Max Tipton;
two great grandchildren, Elizabeth Joanne Clay and Evelyn Michelle Clay;
his sister, Janette Jarvis;
