The son of Jeremiah & Rebecca (Howell) Culp, in 1860 he was a student living with his family in Gettysburg, Adams County, Pennsylvania.

A Civil War veteran, he enlisted in Gettysburg July 25, 1864, overstating his age by two years, mustered into state service at Harrisburg August 16 as a private with Warren's Independent Cavalry Militia Company, and honorably discharged with the company November 30, 1864.

He married Lovina M. lnu., whose status is also unknown. He married Mary Cordier June 12, 1892, in Pennsylvania, but her status is also unknown. He last married Rosamund McKenzie in 1898 and fathered Anna Rebecca (b. 01/15/00) and Martin Luther (b. 11/11/01). By 1900, he was living in Bernardo Judicial Township, San Diego County, California, where he was a member of Escondido Post No. 143, G.A.R. He died at his home in Escondido.

Census records indicate he was a cabinetmaker, later becoming a construction carpenter. He arrived in Escondido, California in 1890 and built what is now known as the "Culp house" in the historic district at 204 W. 8th Street. In Escondido he became the superintendent of streets, served as town Marshal from 1910 to 1916, and was also a tax collector.
