US Congressman. Elected in 1986 as a Representative from Virginia, he served from January, 1987, to January, 2001, after which he did not seek reelection. Working as a member of the House Armed Services Committee, he was an advocate for the Nation's military and their families. He graduated from Virginia Tech in 1952 and earned his law degree from the University of Richmond in 1955. The former chairman of the Democratic Party of Virginia practiced law in Virginia Beach. He also was a certified public accountant. The U.S. Customs House in Norfolk, Virginia was named in his honor.
