Delbert was the sixth 0f 13 children born to Joshua Brockbank and Sarah Ann Traxon Jex.

He was educated in the public schools of Spanish Fork, Utah. In 1897 he attended the Brigham Young University. In 1898 he went to work learning the barber trade.

On October 18, 1905 he married Sarah Edna Gardner. They bought their first home on Second South and Main Street in Spanish Fork, Utah.

In 1906 he bought a piece of ground on the west side of Main Street, about one half block north of Center Street, erected a building and operated his own business.

In May 1911 he was called on a mission to England. He was released from his mission in June 1913. In April 1914 they adopted Beth.

In 1916 they bought the home on Main Street and Second South in Spanish Fork, Utah.

In 1923 he built chicken coops on the Main Street property. In 1930 he built chicken coops on East Bench to house 9,000 chickens.

In 1934 they moved to the Hughes Hospital. In March 1938 he had an automobile accident, which caused his death.
