Elinor was the youngest of three children born to John B. Watson and Alice M. Cole. She grew up mostly in Providence, RI, and as a young woman worked in her father's business. She became a housewife after marrying Frank Arnold in 1921, but during the Great Depression, she was able to find some at-home work which helped keep the family afloat until better times. Following the depression, in 1939, her husband bought the house at 238 Wilbur Avenue in historic Oaklawn (Cranston), and they lived there the remainder of their lives. They rented part of their house to tenants, and one such tenant family were Theo and Arnie Jacobson.

Following her husband's death in 1976, Elinor continued to live in the same house for a few years, but eventually needed assistance, and the house was sold. Elinor lived briefly in Indianapolis near her son, and also lived for a while with Arnie and Theo Jacobson in Coventry, RI. It was at their house that she had a big 90th birthday celebration in April 1988. Her last two years were spent in a nursing home in Coventry, RI, where she died at the age of 92.
