Father Novotny attended Saint Francis Minor Seminary and completed his priestly formation at Catholic University of America. He was ordained to the priesthood on May 27,1950 by the Most Reverend M.E. Kiley, Archbishop, Archdiocese of Milwaukee, at the Cathedral of St. John the Evangelist, Milwaukee.
