Fredrick "Fred" Pulley was born in 1859 in Stewart County, Tennessee, the son of Elisha I Pulley (1830-1909) and Lucinda "Lucy" (Smith) Pulley (1830-1921). {Elisha and Lucinda were married on April 25, 1853 in Stewart County, and although both died in Cumberland City, Tennessee, Elisha's Death Certificate had no line on which to list the place of burial, while on Lucy's certificate the line for the place of burial was left blank.}

He was married about 1879 as the 2nd husband of Annie "Lettie" (Frost) Armstrong (1856–1936). According to the 1880 census and the Death Certificate of Lettie's son George (1878–1923), Lettie was married 1st to -- Armstrong.

Fred was about 68 years old when he passed away on June 4, 1927, and burial was in Lowry Cemetery in Stewart County.
