William Ross Willis was born on 22 Jun 1825, in Illinois to Stephen D. Willis and Nancy Ann [Ross] Willis. In 1852, his birth family moved to the Oregon Territory and applied for and received an Oregon Donation Land Claim, No. 860 near Roseburg, Oregon. It was in the Looking Glass District and was very good land that his father developed into a successful farm.

On 11 July 1858, William was married to Harriet Jane Kent. She died soon after on 11 Aug 1858, in Dillard, Douglas, Oregon. Harriet's father, Lewis Dozier Kent, died on 22 Jan 1857, in Dillard. Her brother, Lewis Alfred Kent, died there in April 1854. Harriet's family had farmed near Croton, Lee, Iowa for over ten years before heading to Oregon for their own Oregon Donation Land Claim near Roseburg.

William Ross Willis became a successful lawyer and was one of the executors for his fathers estate after his death, on 30 May 1878. His father's estate was settled on 05 July 1880, in the Roseburg, Douglas County Court House. Wiliam's brother Owen Lovejoy Willis was the other executor.
