Phil was born June 24, 1931 in Chicago, the son of Philip and Rella Dwyer Collins. He married Donna Betts on November 27, 1981 in Chicago.
Phil was a 1949 graduate of Mt. Carmel High School and received his B.S. in Commerce from Notre Dame in 1955. He proudly served his country in the United States Navy. Phil served in the House of Representatives for 16 years until 1982. He worked as the Director of Corporate Tax Collection for the Illinois Department of Revenue for four years and was the Director of Business Services for the Secretary of State for eight years. He was just elected to his eighth term on the Illinois Legislative Retirement Board. Philip was a member of Christ the King Catholic Church, Sangamo Club, Knights of Columbus, VFW and American Legion. He was an avid Notre Dame fan and enjoyed swimming and golfing.
He was preceded in death by his parents and one sister, Patricia O'Connor.
He is survived by his wife, Donna ; two sons, Philip and Gregory, two daughters, Tierney and Pamela eight grandchildren, ; two great-grandchildren, and one sister, Irene and several nieces and nephews.
Burial will follow at Camp Butler National Cemetery.
