US Congressman. Born in Addison, Pennsylvania, he graduated from medical school. During the Civil War, served in the Union Army as Chief Surgeon in the 86th New York Volunteer Infantry. In 1867 he resigned from the army while on duty in Louisiana, and settled in Brashear, (now Morgan City) Louisiana. There he was elected to Congress and served from 1869 to 1877. He was re-elected in the 1877 elections and served until February 20, 1878, when his seat was given to Joseph H. Acklen, who successfully contested the election. He was re-elected and served again in Congress from 1881 to 1883.
