US Congressman. Born in Lebanon, New Jersey, he read law and was admitted to the New Jersey Bar in 1863. After establishing a practice in Somerville, New Jersey, he was elected as a Democrat to represent New Jersey's 4th District in the United States House of Representatives, filling the seat previously held by Congressman Robert Hamilton. He served from March 4, 1877 to March 3, 1881, and was not re-nominated for the seat by his party (Harry Schenk Harris was subsequently elected to the office). He returned to Somerville, where he resumed his law practice, and served as the town's postmaster from 1896 to 1899.
