He graduated from McGill University in 1874 with a BA, and one in applied science the year after, then attended the Ecole des Ponts et Chaussées in Paris. After 3 years, he returned to Canada and eventually went into a private engineering practice. In 1882 he joined Dominion Bridge and in 1884 joined Canadian Pacific Railway as assistant engineer, where he spent 10 years designing railway bridges.
In 1894 he became director of the Dominion Survey of Tides and Currents.
After his retirement in 1924, he spent much energy writing articles on the harmony of science and religion, just as his father had done.
William and Florence Jane Mary Elliott had a daughter and 3 sons.
