Mr. Phillips was instrumental in the planning and development of the Delaware Veterans Cemeteries, now in operation in Bear and Millsboro, and was most recently involved with the planning stages of the proposed site of the veterans home to be built in Milford.
He was a life member of Walter L. Fox Post 2 in Dover, De., a member of the Disabled American Veterans Association, a commissioner with Veterans Affairs in Dover and was a member of Calvary United Methodist Church in Milford, Delaware.
