U.S. Congressman. He graduated from the University of Missouri, in 1881, from the law department of the same institution in 1882, was admitted to the bar and commenced to practice law in Kansas City, Missouri. He served as assistant prosecuting attorney of Jackson County, (1885-89), as first assistant city counselor of Kansas City, in 1890 and as Mayor of Kansas City in 1892. In 1897, he was elected as a Democrat to the Fifty-fifth Congress and to the next three succeeding Congresses, serving until 1905. An unsuccessful candidate for reelection, he relocated to California and resumed the practice of law until his death at age 54.
