Billy was born in Wichita Falls, Texas, to the late William Robert Goodwin and Vivian Catherine (Bracey) Goodwin. He attended school in Olney. Billy served his country with the United States Navy. On April 17, 1978, he was united in marriage to Joyce LaVerne Taylor in Las Vegas, NV.
Billy was a self-employed painter but worked for many companies throughout Texas. He retired and moved to Log Cabin in 1989 and became involved in the community including driving a bus for the Malakoff Independent School District for many years. In June of 1999, Billy became the Mayor of Log Cabin but due to health issues, stepped down. Later he ran for mayor again and held the seat from November of 2008 until January of 2012, where again, due to health reasons, stepped down. He enjoyed being involved in the city business and had many loyal friends and supporters. Anyone who knew Billy knew that other than his beloved wife (Sapphire) fishing was his greatest love.
Billy was preceded in death by his wife, Joyce, on May 19, 2011; his brother, Bobby Darrell Goodwin; and a sister, Ella Sue Dunlap.
Survivors include daughter, Darlene Elizabeth Shepherd, of Corsicana; son, Billy Darrell Goodwin; grandchildren, Crista Lee Tyson and Joshua Andrew Shepherd; great-grandchildren, Daniel Lee Kovar and Elyssa Rayne Shepherd; sister, Donna Katherine Smith and husband, David, of Wichita Falls; nieces, Tammye Kay Petohaucy and her husband, Pete, Cindy Todd and her husband, Jim, and Runay Moulder and her husband, Doug; nephew, Allen Smith and his wife, Carla; and many other relatives and numerous friends.
