He was the son of James Henry Harmon and Harriet N. Smith, and husband of Mary Catherine Wilson. According to the 1916 Census of Prince Albert, Saskatchewan, James Welcome Harmon, his wife and their nine children arrived in Canada in 1914. The nine oldest children were born Minnesota; the youngest child, Isabelle, was born in 1916 in Saskatchewan.

The Kanabec County Times in Mora, MN, USA carried his obituary on Sept 12 1920 under the title "Former Moraite Dies In Canada."

"Word was received here this week by Mr and Mrs CR Williams of the death of James Harmon, a former citizen of this county. Mr Harmon had a paralytic stroke last April from which he never fully recovered. On Wednesday September 8. he was taken with another stroke and died.

Deceased was born in Elk River, this state, 47 years ago the 14th of February. He leaves to mourn his loss a wife and ten children."
