Born in Lancaster, he was the son of Joseph Phillips of Tennessee and the late Catherine Phillips
Scott was a 1974 graduate of Manheim Township High School.
He was a member of the Elks Lodge #134 and enjoyed reading, history and golfing.
Surviving besides his life partner is a sister, of Kentucky. He will be greatly missed by partner's children, and their two sons.
A Memorial Service will be held on Monday, March 25, 2013 at 10:00 A.M. at the Kearney A. Snyder Funeral Home, 141 E. Orange St., Lancaster, PA.
Friends may call at the funeral home on Monday from 9:00 A.M. until the time of the service.
In lieu of flowers, contributions in Scott's memory may be made to the Humane League of Lancaster County, 2195 Lincoln Highway East, Lancaster, PA.
