Author. A native of Tokyo, Saito became an expert in Chinese classical studies. He was a major contributor to a 20 volume journal about the city of Tokyo, "Edo meisho-zue." He also compiled "Seiyoku ruisan," a history of Japan folk songs, as well as "Buko nempyo," a publication describing the lives of the Japanese common people.
