Mr. Blair is survived by seven children: Bambi Rutledge, Jody Phillips, Charles Phillips, Robert Phillips, Dianne doCarmo, Alicia Phillips and Megan Mantay; 20 grandchildren and 16 great-grandchildren.
Mr. Blair passed away at the VA Hospital in Roseburg, OR, after a long battle with esophageal cancer.
No funeral service will be held. He will be cremated and his ashes will be buried at the Roseburg National Cemetery located at 1770 W Harvard Ave, Roseburg, OR 97470.
