Monument. Located centrally on the Plymouth Hoe near Devon, England, the memorial looks directly towards the sea at the Plymouth Sound. Dedicated on July 29, 1924, the monument was to commemorate the 7,251 sailors who were lost at sea and have no known grave in World War I. After World War II, the monument added the bronze panels with the names of the 15,933 sailors who were lost at sea.
