John Jay Rugg, Jr., son of John Jay Rugg and Martha M. Dochterman Rugg, came to Buhl in 1912 with his parents from Austin, Minnesota. Jay, as he was known to friends and family, married Jessie Landreth, daughter of William Lundy Landreth and Gertrude Williams Landreth of Filer in 1932.

His father founded the Buhl Hardware store and in 1932 Jay became the manager of the store. In 1946 Jay, became the the owner of the Buhl Hardware Co.

Jay died in 1951 while serving in his first term as the mayor of Buhl. He was charter member of the Buhl Jaycees, an active member of the Buhl Chamber of Commerce and the Buhl Rotary Club. He was also a Mason and a Shriner.
