United States Army General. His military service prior to joining the Army in 1898, included ten years as a Major of Quartermaster in the National Guard. At the outbreak of the Spanish American War, he was appointed a Major on May 2, 1898 and served as chief paymaster in Puerto Rico during the war. In 1906, he was sent to Washington, DC, as post paymaster and assistant to the Paymaster General of the Army. He became assistant paymaster general with the rank of Colonel in 1909 and President Taft appointed him as Paymaster General of the Army in 1912. In August of 1912, he was assigned as Chief of the Finance Division, Office of the Quartermaster General and duty with the Southern Division Department Quartermaster serving until October 1915. In June 1917, General Pershing had him assigned as Chief Quartermaster of the American Expeditionary Force. He was entrusted with the task of supplying the entire U.S. Army in France during WW I. In recognition of his services, he was awarded the Distinguished Service Medal, promoted Brigadier General on August 5, 1917 and Major General on July 22, 1918. He assumed the duties as the 25th Quartermaster General on February 13, 1919. In office he handled postwar demobilization problems and achieved efficiency in the reconstituted Quartermaster Corps. He retired on August 27, 1922, after more than 26 years active service in the Army.
