HIGGS, L. RANDOLPH, JR. -Mass of the Rescurrection for L. Randolph Higgs, Jr., 71, 170 John Anderson Drive, Ormond Beach, who died Wednesday will be celebrated, Friday at 10 am at St. Brendan's Catholic Church with Reverand Father Michael A. Flynn, pastor, as celebrant interment will be in Shannon Cemetery, Shannon, Mississippi. There will be no callling hours at the funeral home. Mr. Higgs was a retired officer with the Foreign Service of the State Department in Washington. Mr. Higgs was a native of Shannon, Miss. and moved here in 1962 from Washington. He was with the Foreigh Service from 1932 to 1962. Serving as Deputy Chief of Mission at three major U.S. embassies abroad. In 1949, he was member of the Scandinavian committee on development of the Marshall Plan and in 1950, he was chairman of the Department committee which planned and executed all phases of the Orginial Yugoslav Aide Plan. Mr. Higgs was assigned as Vice Consul in Tampico, Mexico in 1932, Surabaya, Java in 1933, Batavia, Java in 1936, was Vice Consul and Third Secretary of the the American Legation in Heisinki in 1936. Mr. Higgs received a commendation from the commander of land forces for "outstanding contribution to the coordination of political and military operations during landings". In
Lebanon in 1958, he was a political advisor in Trieste having the equivalent of two star rank and contributed signficantly to the formulation of U.S. policies leading to the settlement "of the Trieste problem" in 1954, accordig to his biography in "Who's Who". As chairman of the inter departmental committee on mutual security evaluation he held the personal rank of ambassador and was chairman of the team which evaluated US aide programs in Italy, Belgium, Holland, Iceland, and Guatemala. Mr. Higgs was graduated from the universities of Mississippi, Alabama and Georgetown as well as the National War College. He was stationed in, or traveled through all countries of Western Europe, Lebanon and North Africia, Japan, Latin America, China, The Philippines, Hong Kong, Sinapore and The Netherlands and had a working knowledge of Sweden, France and Spain. Mr. Higgs had been a member of leading social and business clubs wherever he was stationed and was a member of Sigma Chi fraterity, the American Foreign Service Association and the Diplomatic and Counselor Officers Retired. Survivors include his widow, Marcia, a sister, Mrs. Elizabeth Robins. Ormond Beach and two nieces, Mrs. Charles (Betty) Wilkes and Mrs. William (Ruth) Clark, both of Ormond Beach. The family suggests donations may be made in Mr. Higgs' memory to St. Brendan's Catholic Church Building Fund. Mr. Higgs will be sent to the Nowell Robinson Funeral Home, West Point, Michigan (*) for further sevices and interment. Haigh Black Funeral Home, 167 Vining Court, Ormond Beach is in charge of local arrangements.
