James Frederick Breen attended Santa Clara College and became an attorney practicing in San Francisco before he settled in San Juan. In 1871, he was elected Monterey County judge and was later appointed judge for the district court in the newly formed San Benito County from 1874 to 1875.

In 1876, the San Juan City Council appointed him to the position of city attorney. He became superior court judge for San Benito County in September 1879.

James married Catherine McMahon.
