Hiram Unruh, Baldwin's ranch manager and confidant, and Arcadia's second mayor (1909-1914) was interviewed in 1911. He acknowledged that it was he who laid out Arcadia into town lots.
He also brought the seeds for the city trees from San Francisco in a handbag, and made this a paradise of palm,
pepper and eucalyptus trees.
