Parkes was a graduate of the University of the South at Sewanee, where he played football, and Vanderbilt University Law School.
∼Served as Circuit Court Judge of the 17th Judicial District (Bedford, Lincoln, Marshall, and Moore counties) for 21 years. After retirement in 1990, he continued to practice law in Fayetteville, TN until 2000. Died from a stroke which occurred on Christmas day. Guard on the Tennessee All-District Basketball Team (1949, 1950, 1951), Short Stop on the Fayetteville Regional Champion baseball team for 2 years. All-State honorable mention for two years, member of All-State second team his senior year. Student body president his senior year, member of Beta Club, and went to the Volunteer Boys State in 1949. He received a Bachelors of Arts Degree in Political Science in 1955 from The University of The South where he also played football. He received his Law Degree from The Vanderbilt University School of Law in 1958. He practiced law from 1958 until May of 1969 in Fayetteville, Tennessee when he was appointed judge of the 23rd Judicial District comprising of Lincoln, Bedford, Marshall and Moore counties. The district was later changed to 17th District. LLB degree was later converted to JD (Doctor of Jurisprudence).
