Politician. He was a historical leader of the Socialist Party of Uruguay who served as a senator from 1986 to 2004, when he was appointed Minister of Foreign Affairs by President Tabaré Vázquez. In 2008 was replaced after his firmly opposition to President Vázquez to signing of a free trade agreement with the United States, a possibility that was seriously considered by the government and rejected by the opposition and even some sectors of the ruling coalition Frente Amplio and governments of Argentina and Brazil. Gargano was the first important leader who raised his voice against the signature of the agreement, demonstrated the strong influence that had on that historic first leftist government at Uruguay.
