US Congressman. He represented Connecticut's Fourth District for eight terms from 1971 until thie time of his death. After attending Princeton University, he dropped out to enlist in the US Air Force. He returned to college after his discharge, graduating from Yale University in 1958. A Republican, he was elected to the Connecticut State House of Representatives in 1966 and would serve two terms before his election to Congress. During his years in office he became best known for the McKinney-Vento Homeless Assistance Act of 1986, which provides federal money for shelter programs. After his death, the Salt Meadow National Wildlife Refuge in Connecticut was renamed the Stewart B. McKinney National Wildlife Refuge in his honor. In addition, a homeless shelter in Hartford, Conn., bears his name.
