Frank was a lifelong resident of Kansas City. He attended Southwest High School and was a graduate of the University of Missouri, Columbia where he received a Master's degree in 1953. He was a school teacher at Troost Elementary School and the Nelson School until he became principal of the J.S. Chick School in 1960. Frank was a member of the Schoolmasters' Club, Elementary Principals' Club, Kansas City Education Association, and Phi Delta Kappa, an honorary education fraternity. Beside his mother, he also leaves a sister Jayne Wellings, a brotherJohn Deck and an aunt Carolyn Jacobs.
