Bob was born in Cedaredge, Colorado to Victor A. and Blanche Baker Phillips. After graduating from Cedaredge High School, he joined the Merchant Marine during World War II. He graduated from Colorado University in Boulder in 1950, and then taught school in Weldona, CO. Later he returned to Delta County to help run the family business, Phillips Auto and Implement, with his brother Ole.

Bob and Joan Fetters Meikle were married in 1961, and he adopted Joan's children, Heidi, Susan and Randy. Greg was born in 1967. Bob and Joan and their family lived on the family fruit ranch east of Eckert, where Bob became a knowledgable fruit grower, serving as president of the Western Colorado Horticultural Society and on numerous water boards in the Surface Creek area.

Bob and Joan sold much of the ranch property and retired to Grand Junction in 2006.

Bob also belonged to the Masonic Lodge, served on the Delta County School Board and the Valley Symphony Association. He loved traveling, classical music, reading, sweets, his grandchildren, and anything connected to fruit growing.

Bob was a loving father to his children Heidi Holder, Susan Saruwatari, Randy Phillips, and Greg Phillips.
