Arkansas Governor. He attended Chillicothe Business College in 1915 and later was a deputy tax collector for Dunkin County, Missouri. During World War I, he served as a Captain in the U.S. Army Medical Corps. After the war, he studied law, was admitted to the bar in 1923 and opened a private law practice in Arkansas, in 1925. He was prosecuting attorney for the Sixth Judicial District of Arkansas, (1927-34) and Arkansas Attorney General, (1934-36). In 1937, he was elected as a democrat the 31st Governor of Arkansas, serving until 1941. While as Governor, the Department of Public Welfare was restructured, a retirement system was drafted, state owned bridges were made toll-free and a new agricultural experiment station was established at Batesville. After leaving office he served as a legislative representative of the Brotherhood of Railway Trainmen and taught legal medicine at the University of Arkansas medical school. He died of a heart attack at age 54.
