U.S. Congressman. During World War II, he served in the U.S. Army Air Corps, (1943-46) and after the war, he graduated from Bowdoin College Maine. He was then director of Garland Manufacturing Company and of the Snocraft Company, Maine. He was a member of Saco Superintending School Committee, (1952-54), director of New England Council and Associated Industries of Maine, (1955-57), Mayor of Saco, Maine, (1956-59) and field adviser for the New England Small Business Administration, (1958-60). In 1961, he was elected as a Republican to the Eighty-seventh Congress, serving until 1963. An unsuccessful candidate for re-nomination, he was the municipal town manager of Gorham, Maine, (1967-69), City manager of Claremont, New Hampshire, (1972-73), community manager of Ocean City, Maryland, (1973-74), town manager of Searsport, Maine, (1974-81) and city manager of Bath, Maine, (1981-89).
