Son of Philip Richard Fendall II, (a cousin of Robert E. Lee who was a lawyer and politician, was overseer in charge of reconstructing the new Capitol due to the British burning Washington during the War of 1812, and was later U.S. District Attorney) and Elizabeth Mary Young (1804-1859), who was considered by the famous British novelist, Charles Dickens "the most interesting woman he met in the United States.. ".


Appointed from California into the U.S. Naval Academy, he was commissioned into the U.S. Marine Corps as 2nd Lt. 10/17/1857; stationed 1858 at Marine Barracks, Wash., D.C.; steam-frigate Merrimack, Pacific Squadron 1858-1860; promoted to 1st Lt. 1861; steam-sloop Susquehanna, South Atlantic Blockading Squadron 1861 and West Gulf Blockading Squadron 1862-3; Battle of Port Royal and others; promoted to Captain 9/26/1864; stationed 1858 at Marine Barracks, Mare Island, CA., 1863-1865; HQ Wash., D.C. 1866; stationed 1858 at Marine Barracks, Gosport, VA. 1866-1867; steam-sloop Guerriere, flag-ship of South Atlantic Squadron 1867-69.
