He was a Dutch architect who mainly work in The Hague has left. Schamhart studied from 1936 to 1939 civil engineering in Rotterdam. During World War II he was superintendent at Rijkswaterstaat. After the war he studied at the Academy of Architecture in Amsterdam, where he graduated in 1950. He became chief architect in the Public Works Department in The Hague. After disagreements about the construction of Hospital Leyenburg he resigned in 1962 and founded his own agency. From 1972-1975 was Couperusduin built, a project that he and Hans van Beek designed. The complex of apartments consists of three buildings with courtyards. The then Minister of Housing and Physical Planning, Hans Gruijters, found that the design such diversity showed that he was "experimental" named after the Empire additional financial support granted. In 1976 he founded Atelier PRO (Plan, Space, Development) together with Hans van Beek, C. New Camp and E. Verheij, but also kept his own practice. The first five years he was director of Atelier PRO.
