An attorney, he wrote legislation proposed to voters for creating the first park district in Ohio. Instrumental in creating Mill Creek Park in Youngstown, Ohio. It is now called Mill Creek MetroParks.

VOLNEY ROGERS, former resident of Columbiana county, died at Conon City, Col., following a lingering illness.

Mr. Rogers was born and reared in Columbiana county, removing to Youngstown in 1879, where he opened a law office. He gained prominence through the funding and preservation of Mill Creek park in the heart of Youngstown.
