He was born in Gallina, at the time the municipality of Reggio Calabria, on 30 June 1914.

Student of theology, he graduated utroque jure at the Pontifical Lateran University, completing his studies and diplomats to the Pontifical Ecclesiastical Academy, and was then ordained a priest in 1939.

From 4 July 1967 he was appointed titular bishop of Tagaste, with consecration took place on the 16th of the same month.

Its activity, however, was centered in the Vatican City: he was appointed Secretary of the Congregation for Institutes of Consecrated Life and Societies of Apostolic Life, as well as administrator of the Papal Basilica of St. Paul Outside the Walls and Papal Delegate of the Basilica of St. 'Anthony of Padua.

On 12 April 1969 he was appointed Vice-President of the Secretariat for Non-Believers.

He died on 9 December 2001 in Rome, but was buried, as he had stated in his will, in his native country.
