Joe Cohen was the son of Samuel and Celia Sadt Cohen. He was born and raised in New York City and served in the U.S. Army during World War II. Like his father, he was a Kosher butcher for 20 years, but later worked as an insurance agent and health educator. He married Ruth Kwellman in 1945 and they had a daughter Michelle and a son Jonathan. He enjoyed tennis, racquetball, handball, reading and psychology. He won over 65 tennis championships for San Luis Obispo County. He was also active in community theater. He identified with many human potential movements. Frustrated by not having the opportunity in youth to continue to a higher education, he nonetheless achieved an intellectual excellance through self determination.
