Francis was the son of John James Cotter and Margaret Donovan.

On Oct 26, 1942 in Northumberland, NH he married Simone Dora Fournier, daughter of Alcée and Florida (Gagner) Fournier.

Their 14 children were: Paul, Raymond, Louise, Norman, Robert, Muriel, Mona, Maurice, Lorraine, Pauline, Susie, Lynn, Daniel, and Leo.
